A company owned by the daughter of Australian underworld figure Mick Gatto has won a $222 million road upgrade project from the Victorian government.

Jarrah Resource Management was featured in a promotional video on social media by Major Roads Projects Victoria, which was quickly taken down when it emerged that shareholders included Gatto's daughter.

The government's endorsement of the firm came as established Indigenous labour hire companies complained the CFMEU has been forcing them off major infrastructure projects.

The demand for Indigenous workers has surged amid the $85bn infrastructure programme because procurement rules dictate that projects engage a minimum proportion of Indigenous workers and spend a certain amount on Indigenous businesses.

The national head of the CFMEU and its maritime division chief recently appeared with Gatto to celebrate the life of a former member of the Painters and Dockers Union.
