The Role

The Directorate Navy Engineering (DNE) is seeking a range of Communications Network, and Communications System Engineers with a varied range of expertise to support the acquisition and sustainment of submarines, combatant and support ships for the Royal Australian Navy.

The Communications Network Engineers will have solid understanding of deployed communications network infrastructure and will be the subject matter experts to make inputs on IT system designs for Naval networks.

The Communications System Engineers will have a good understanding of radio and satellite communications systems to undertake complex engineering tasks. These positions will provide technical advice on radiofrequency (RF) system designs and equipment for Navy and assessments of the suitability to support on naval platforms in their specified roles.

These specialists will understand how to apply the requirements, specifications and standards including national and international regulations in order to achieve a functioning system of systems and be involved in witnessing of tests to ensure compliance with the agreed specifications. In addition, the roles will require considerable hands on work in the Navy’s research and development laboratories and on board ships to investigate and confirm the appropriate configurations and interfaces required to ensure compatibility and interoperability across the fleet.

About our Team
DNE is the Director General Engineering Navy (DGENG-N)'s primary support group in the provision and retention of specialist technical and engineering knowledge, products and services. Our engineers have the expertise to provide advice on a range of deployed network and communications capabilities in support of Navy and the projects involved in the design and upgrading systems within the fleet in order to ensure a secure and robust Defence Information Environment at sea.

Data Networks Cell consists of Subject Matter Experts on Navy Networks, Communications, and Control Systems including Tactical Data Links while the Emanation Security Team provides a specialised test capability that involves risk assessment through the measurement and analysis of  ship's classified systems.

Communications & Satellite Cell (CSS) predominantly operates in the capability development and acquisition phases of projects and is responsible for the following:

  • Engagement with stakeholders;
  • Investigation of radio frequency communications engineering concepts;
  • Delivery and management of specifications and resources in support of the Defence material capability lifecycle;
  • Investigation, analysis and reporting on radio frequency communications engineering defects and requirements; and
  • Development and implementation of recommendations and advice to address issues.

Our Ideal Candidate
The ideal candidate will need to be self-motivated, take the initiative, be able to work with minimal supervision and lead a high performing team of engineering professionals. You will have the ability to positively engage and negotiate with a range of stakeholders, articulate issues and options for resolution in a complex technical environment, have a very high attention to detail, and the ability to adapt to variable conditions.

To perform in these roles effectively, the general skills required include:

  • Demonstrated skills in building stakeholder relationships and communicating technical discussion with non-technical stakeholders and planning & leading outcome driven projects;
  • Ability to undertake specialist technical research and analysis, conduct design reviews, engineering assessments and investigations of complex networks;
  • Good understanding of IP and Serial transmission protocols;
  • Capability to manage, coordinate and lead delivery of complex tasks in a team environment while providing advice and assistance to other team members and be able to work under pressure;
  • Demonstrably strong documentation and reporting skill, including interpreting and producing clear and focused interconnection and flow diagrams;
  • Experience with radio and satellite communications systems; and
  • Experience with Defence specific radio frequency communications systems. 

The positions would need to have specific engineering skills covering but not limited to the following:

Network Engineering:

  • In-depth understanding and experience of switching mechanisms, routing protocols, transmission protocols, multicast routing, and different methods of QoS application and troubleshooting of distributed, QoS-enabled networks;
  • Possess a basic understanding of Layer-3 packet encryption, Load balancing, and network security; 
  • Familiarity with DMVPN, WAN optimization, and WAN emulation; and
  • Familiarity with virtualisation and SD-WAN concepts.

This role will require the applicant to be able to obtain an NV1 security clearance. 

Communications and Space Engineering:

  • In-depth understanding and experience of remote monitoring and control systems, RF equipment switching mechanisms, RF equipment interface protocols;
  • Good understanding of satellite ground stations, satellite transponder payloads, satellite access certification requirements and power budget calculations;
  • Good understanding and experience in GPS, GLONSS, Assured PNT, high accuracy timing sources;
  • Ability to develop and model communications link budgets; and
  • Ability to interpret and provide advice within the communications engineering function based on legislation, policy and procedures. 

These roles will require the applicants to be able to obtain an NV2 security clearance.
