Technical Officer - Civil & PRIT

The role of Technical Officer - Civil & PRIT will take a lead role in providing technical and operational input and support, for the effective and efficient delivery of the Pioneer River Improvement Trust (PRIT) and Civil Operations Program’s maintenance and capital works programmes. To proactively contribute to the Civil Operations team to ensure operational and capital activities are planned, coordinated and delivered efficiently to meet time, budget, technical, quality and environmental standards. Key responsibilities shall include, but not be limited to:

  • Provide a high level of involvement in the planning and provision of technical support to the Program’s operations, with specific focus on PRIT operations.
  • Undertake investigations for the PRIT and Program’s operations including compilation of cost estimates and reporting.
  • Undertake asset condition and defects inspections and assessments for all categories of assets managed by the Program & represent Civil Operations at subdivision off maintenance inspections when the Area Coordinator is unavailable.
  • Monitor operation, undertake minor repairs and arrange annual calibration and repairs of the rainfall and river height measuring equipment in the River Monitoring Stations.
  • Take a key role in the review, establishment, maintenance and upgrade of Asset Management Systems, eg. PRIT levees assets and stream work, and stormwater, pavements, roads, drainage.
  • Take a key role in the establishment, review, development and maintenance of Maintenance
  • Management Systems for the PRIT and the Program’s operations.
  • Take a key role in the integration of new developer contributed assets into the PRIT and Program’s operations.

Essential Qualifications and Experience

  • Current General Construction Safety "White" Card.
  • Current QLD Car ‘C’ Class Open Driver’s Licence.
  • Certificate in Civil Construction or other equivalent qualifications in the civil engineering works field and/or significant relevant industry experience.
  • Extensive experience in the delivery of civil works, in particular stream/river works, earthworks, roads and drainage.
  • Considerable experience in the supervision of Contractors, Sub-contractors, both technically and contractually.
  • Highly developed communication skills both oral and written.
  • Highly developed analytical, investigative and problem solving skills.
  • Highly developed skills in obtaining and analysing statistical data to identify and improve work practices.
  • Advanced knowledge of stream/river works and drainages construction and maintenance practices and procedures.
  • Good knowledge of relevant Acts, Policies and Codes and Departmental and Organisational Procedures.
  • Good knowledge of computer operating systems and programmes associated with Local Government operations.
  • Extensive knowledge of contracting processes and practices.
  • Good knowledge of rainfall and river height measuring equipment operation and maintenance practices.
