Coordinator Engineering Design

About the Engineering Services Department

This department is part of our City Services Division, and is responsible for the effective and sustainable management of Council’s infrastructural assets, including the planning, design, and delivery of a number of asset-related services.

About the role
The Design and Services Unit is responsible for the management of Engineering and Cadastral Survey, Civil Design, Sale yards, Graffiti, Street Lighting and other service related initiatives.

This position is responsible for all facets of service and program delivery of the Unit, and as a people leader, is responsible for delivering highly effective leadership.

Key responsibilities

  1. Role model and promote Council values in all aspects of duty.
  2. Lead the Unit through the effective and efficient management of human, financial and physical resources.
  3. Be an effective and empowering people leader and coach.
  4. Competently manage all aspects of the Unit’s business planning and operational requirements, retaining overall accountability for the Unit’s performance.
  5. Undertake all administrative and public relations functions associated with Council’s Special Rates and Charges program.
  6. Review and formulate expert advice to inform policies as designated, ensuring compliance with applicable legislation, statutory requirements and industry best-practice.
  7. Provide high level, strategic and comprehensive advice to the Manager Engineering Services and Executive Leadership team to inform long-term decision making.
  8. Adopt a proactive risk management approach to ensure risks are identified, quantified and controlled.

Key selection criteria

  1. Tertiary qualification in Civil Engineering, specialising in civil design principles and practices enabling certification as a Registered Professional Engineer.
  2. Exceptional people management skills with demonstrated success in leading high-performing teams to deliver results.
  3. Knowledge of engineering survey practices and processes and title surveying in cooperation with the Licensed Surveyor as required.
  4. Experience in the development and administration of Special Rates and Charges Schemes including a sound understanding of the Local Government Act, Council policies, procedures and V.C.A.T. processes.
  5. Solid proficiency in project and contract management within a civil engineering environment.
  6. Outstanding communication skills, both verbal and written, including the ability to successfully negotiate, influence and resolve complex issues.
