About the Port

The Port of Townsville Limited (the Port) has been actively shaping the future of Townsville and North Queensland for almost 160 years. 

Today, we are Australia’s largest port for zinc, lead, copper, sugar and fertiliser. Additionally, we handle more motor vehicles and containerised goods than any other port in Northern Australia. The goods that flow through our ports are grown, mined, manufactured and used to better the lives of more than 800,000 people across a vast catchment area, spanning from Hinchinbrook to the Burdekin and west to Mount Isa. 

On average, more than 7.5 million tonnes of goods, worth more than $11.4 billion, cross our wharves each year. Thanks to our customers, we are one of the country’s most diverse ports, linking more than 30 different commodities to 130 ports in 44 countries. 

The Townsville port is also an increasingly strategic forward mounting location in Australia’s Defence capabilities, as well as an important tourism enabler due to its modern dedicated cruise ship terminal.

About the role and you

The primary purpose of this position is to lead the development, implementation, and continual improvement of the following Business Unit functions:

  • Engineering
  • FEED Project Management
  • CAD Drafting
  • Hydrographic Survey
  • Port Development Master Planning
  • Land Use Planning

The Manager Engineering & Development is a key leadership position accountable for the development of innovative engineering solutions that meet project objectives and port operational requirements while ensuring  compliance with industry standards and regulatory mandates.

The incumbent is accountable for the development and implementation of comprehensive master plans for port facilities, collaborating with stakeholders to identify expansion opportunities and integrating various factors like land use planning, transportation logistics, and environmental sustainability.

Fostering a strong team environment, the Manager connects a team of professionals to the Ports strategy, and champions people management philosophies to: motivate and inspire high performance; facilitate organizational change; promote safety culture, and ensure compliance with relevant legislation and standards.

In conjunction with the Manager Assets & Engineering the role provides a clear focus on both the short-term management of assets and their long-term strategic use.

Engineering:

  • Manage a team of professionals to develop innovative engineering solutions to meet project objectives and port operational requirements, ensuring adherence to industry standards, regulatory requirements, and best practice.
  • Ensure collaboration with cross-functional teams to design, analyse, and optimize engineering systems, components, and processes.

Front End Engineering Design (FEED) Project Management:

  • Lead and manage the Front End Engineering Design (FEED) requirements for Major Projects (and all projects where required) to ensure the deliverables are met for the project stages:
    • o Proposal
    • o Feasibility and Conceptual Assessment
    • o Options and Functional Assessment
    • o Development and Detailed Design.
  • Lead and manage projects efficiently and effectively and in accordance with the Port’s Project Management Framework.
  • Liaison with port users and stakeholders to determine the functional requirements of projects.
  • Set and enforce the technical standards of the Port infrastructure responsibility for technical decisions and outcomes of all infrastructure works.
  • Determine resourcing and budget allocations required to deliver Infrastructure accountabilities.
  • Ensure all required permits and approvals are obtained to support the timely delivery of all infrastructure works.
  • Lead and implement procurement activities as per Port Policies and Guidelines.
  • Lead, manage and administer contracts as per Port policies and procedures, including acting as Port representative roles in Contracts as required.

CAD Drafting:

  • Manage the creation of detailed technical drawings and plans using CAD software, translating design concepts into accurate and comprehensive visual representations.
  • Ensure collaboration with engineers and the GIS officer to interpret design specifications and produce drawings that meet project requirements and standards.

Hydrographic Survey:

  • Plan and execute hydrographic surveys using specialised equipment and techniques to collect bathymetric, topographic, and geospatial data in marine and freshwater environments.
  • Process, analyse, and interpret survey data to produce accurate charts, maps, and reports for navigation, environmental assessment, and maintenance dredging purposes.

Port Development Master Planning:

  • Lead the development and implementation of comprehensive master plans for port facilities, encompassing strategic visioning, stakeholder engagement, and long-term infrastructure development.
  • Conduct feasibility studies, site assessments, and market analyses (with the Business Development team) to identify opportunities for port expansion, modernisation, and optimisation in alignment with economic, environmental, and regulatory considerations.
  • Collaborate with multidisciplinary teams, government agencies, and private stakeholders to integrate land use planning, transportation logistics, environmental sustainability, and risk management into port master planning initiatives.

Land Use Planning:

  • Coordinate the process of internal development applications where the Port is the Assessment Manager/Referral Agency.
  • Compile, lodge and track the Port's external development applications for:
    • Capital Projects
    • Operations works
  • Coordinate and update the Land Use Plans for the Ports of Lucinda and Townsville and ensure all planning policies, instruments and processes (POTL and government) are adhered to.

People leadership:

  • The Strategic Infrastructure Business Unit will be led by a small core team that will champion broader capabilities across the business. This requires a strong focus on people leadership and collaboration, including:
    • Connecting the Port’s strategy to the team, creating a sense of purpose.
    • Coordinating resource requirements to ensure effective and efficient delivery of initiatives.
  • Adopting best practice people management philosophy to motivate and inspire through high performance [1]performance management, providing meaningful feedback, mentoring, coaching and development, hiring.
  • Facilitating change throughout the organisation to create an uplift in asset management capability and understanding customer needs and values as they relate to asset standards and decisions.
  • Promote a Zero Harm culture and continual improvement in the Port’s Health and Safety management and performance.
  • Comply with all relevant legislation, codes of practice and standards.

Experience you’ll need

To be successful in the role, you will require: 

  • Tertiary qualifications in Engineering (Civil, Mechanical, Electrical or variants of these classical disciplines).
  • Be chartered in a relevant engineering discipline (Civil, Mechanical, Electrical or variants of these classical disciplines) or capable of becoming within the 6 months will be highly regarded but is not mandatory.
  • Be a current Registered Professional Engineer of Queensland or capable of becoming one within the 6 months will be highly regarded but is not mandatory.
  • Current Queensland C class drivers’ licence.
  • Demonstrated broad experience with works in a ports and marine environment, including port maintenance and capital works.
  • Demonstrated experience leading strategic planning, project planning, estimating, and budgeting.
  • Demonstrated broad experience in program management, project management, contract management, budgeting, government policies and procedures.
  • Demonstrated experience with managing professional and trades-based personnel and contractors.
  • Comprehensive knowledge of port and other transport infrastructure.
  • Demonstrated knowledge of legislative requirements for health and safety and environmental management as they relate to construction projects.
  • Advanced computer skills in Microsoft Office applications (e.g., Word, Excel, PowerPoint) and works programming, project management and records management software systems.
